Sorry to learn of your third bike theft in 3 years. I think warning signs near bicycle parking facilities where theft is common is a great idea but I wouldn't count on the city already burdened with a lot of bureaucracy and budget problems to regulate this sort of signage. How about a DIY approach of posting home made signs in high bike theft areas? Perhaps the signs could be adhesive backed difficult to remove stickers. If the area doesn't have video surveillance and is safe for bike thieves, it is also safe for sticker posters. Stickers could even be placed right on the bike racks.

I am curious what types of locks you were using on the three bikes that were stolen.
