The concern you raise is a good one to look at, however I think you may
have misread the powerpoint. This study finds that cycletracks (buffered
bike lanes) reduce the risk of an accident (Page 23) more than bike lanes.
The information you refer to on Pages 40&43 (same data) refer to cyclists
in the street, biking against traffic at an intersection (not what is being
proposed).

Specifically, the study (summarized on page 23) found that cycletracks have
the lowest rate of collisions compared to no bike-specific infrastructure,
sharrows and bike lanes, which I interpret to mean they are safer than bike
lanes and shared lanes.

The staff proposal has physical barriers along all sections of the path
that do not have 24 hour street parking. As currently parking is at a
premium on Shoreline, I'm not sure I share your opinion that long stretches
on open parking spaces will be prevalent, but I am confident that the staff
proposal, worked out at three very well attended community meetings, has
opted for the safest plan possible.
