I am aware of two other similar schemes, which have both presumably been
successful. Like the Alameda project they aim to keep cyclist off the
Boardwalk/Promenade without forcing them to use the edges of the roadway.

1. Santa Cruz Beach St. /Boardwalk- where the bike traffic rides on the left
to flow with the traffic on this one-way street. I presume, the left riding
is as not to confuse motorist rather than concern over closing speeds (and
to untangle the lanes at either end?).

2. Portsmouth, UK- here The Esplanade along the sea front of Southsea (part
of Portsmouth), diagonal parking was converted to parallel providing room to
fit a two-way bike lane between the cars and the beachside Promenade. After
much discussion some Pay & Display machines for the car parking were placed
in the bikelanes! (Google "Earth" view shows the before while street view
shows the after).

In both cases cyclists have been given an appropriate place on the roadway-
and coincidently cars have not been significantly compromised either.

The idea is a protected bikeway along the beac with striped buffers, parked
cars, etc between traffic and cyclists. These types of bikeways have been
shown to be safer than bike lanes and shared lanes. BikeAlameda has worked
diligently on this project to ensure that cyclists will have a usable, safe
cycling environment.
