I think this is the section of the cycleway which is to be rerouted
along the quayside of Glasgow Harbour, and the land under this section of 
the embankment is being used as part of the development.

Somewhat crap if they're demolishing the cycleway before the replacement
route is in place, mind you. Strangely they never do this when it comes
to realigning roads, yet cyclists (and pedestrians) are somehow presumed
just to vanish during such works and not reappear until it's all
finished..

It might be worth grumbling to your Councillor, if you can be bothered.
