It's kind of a chicken/egg thing.  The oil pump pushes oil from the shaft
bushing up the hole in the oil pump shaft, up through the shaft of the vac
pump where it spews it out into the rotary vac pump.  If there is an oiling
issue, the oil pump shaft bushing is over worn or the seal in the bottom of
the vac pump is shot, the oil will not pump up into the vac pump properly
and could cause the pump to seize.  Of course, once the pump seizes, the
oil pump will no longer turn, but lack of oil would be the obvious cause of
vac pump seizing.
