Not sure if the VW headlight dimmer switch is like the Toyota, but this is how I solved that problem on my 4x4: http://www.4crawler.com/4x4/CheapTricks/Headlights.shtml#Headlight_Combo It looks like they have a single pair of contacts that switch power to either high or low beam and the high beam indicator is powered off that same contact.
