Depends how much body damage you want to tolerate.
Research shows that any glucose time over the 110 (USA) or 6.1 (UK) level, does cause body damage.
Glycation occurs which can lead to strokes and other problems. I had a stroke 2010 due to glycation, though my blood vessels had no signs of clogging anywhere.

Conversion factor is 18 between UK and USA units. 
1 mmol/L = 18 mg/dL.

That's WAY too high.

Suggest you and he read "Dr Bernstein's Diabetes Solution" for how to feel good on much safer levels. Such a high level called "low" is his being in denial about a VERY life threatening condition. 
It's not about the amount of insulin profit either- tha's another cop-out to deny the true situation.
