The authors are collecting data on the methods, scope, and
depth of selective barriers to Internet access through
Chinese networks. Tests from May 2002 through November 2002
indicate at least four distinct and independently operable
methods of Internet filtering, with a documentable leap in
filtering sophistication beginning in September 2002.

The petition launched by Liu Xiaobo has already been signed
by 102 Chinese academics and intellectuals. They criticise
Du Daobin's arrest for sending articles on the Internet
about human rights and freedom in Hong Kong. Du Daobin also
campaigned for the release of Liu Di, a young student
imprisoned for posting messages on forums.

EU celebrates Safer Internet Day 6 February
On 6th February 2004, the Safer Internet Day will be
celebrated across Europe. This event focuses on children's
rights to a safer Internet as part of the European
Commission's Safer Internet Programme. It showcases
existing safer Internet projects, videos and awards
developed with the backing of the programme. These
programmes involve actors from the private, public and
voluntary sectors. Safer Internet project members have
contributed to several remarkable achievements. In October
2003 a worldwide child-porn ring was broken up following a
tip from the Internet hotline association INHOPE. In
November 2003 the new Internet Content Rating Association
content filtering platform ICRAplus was launched. Events
will be staged simultaneously in 12 European countries
(Denmark, Germany, Greece, Iceland, Ireland, Italy,
Luxembourg, Netherlands, Norway, Spain, Sweden, United
Kingdom), as well as in Australia. These events involve
public authorities, the Internet industry and hundreds of
other organisations.

Challenges for the United States and its Universities
During the decade following the original article "Freedom
of Information Laws Affect the Autonomy of American
Universities"[1] appeared, the intellectual, social and
political landscape evolved in both subtle and overt ways.
For example, in 2004 the author finds the 1994 title
outdated. Given the benefit of hindsight, she would have
used the term "United States", rather than "American."[2]
Also, in 1994, the words "computer" and "digital" did not
appear in the main text of the article. With the continual
digitizing of data and linking of computers, the word
"Internet" became so common that people stopped
capitalizing it. A decade ago, footnotes contained not one
URL (universal resource locator, a web site address). A
quick glance to the present footnotes reveals the internet
as a primary source.
