But here's the difference. For RFC 1697, the IETF's IPR search says

"Total number of IPR disclosures found: 0."

For RFC 1962:

"Total number of IPR disclosures found: 2."

This was not the only RFC to be held up for IPR reasons, but
it was the index case.
