Prior to DNS I gather you'd be looking for a hosts.txt table? What I love about the Internet is that there always seems to be someone, somewhere, who has saved something for whatever reason... or is publishing it free of charge.* Check out the host files listed here: https://emaillab.jp/dns/hosts/ I am sure there are other sources available too.
