I looked a bit more into this and found a couple more items.  RFC 1032 <https://datatracker.ietf.org/doc/html/rfc1032> includes a questionnaire for TLD applicants to fill out and return via email.  I figured the root servers were also involved in this somehow, and found another ICANN document which gives a history of the root server system <https://itp.cdn.icann.org/en/files/root-server-system-advisory-committee-rssac-publications/rssac-023-17jun20-en.pdf>.  The document cites some namedroppers email and IETF meeting proceedings.  There are several other people on this list who worked on/with these things, so hopefully they can provide more information.
