Ross worked in the Network Layer group which was in a different US committee and ISO committee. Most of the work on ASN.1 was done by Bancroft Scott, but of course there was a committee working on it. That was after the Brits made a mess of it. The less said about X.400 the better. I have no idea why they would have been boning up on their French. All meetings were conducted in English. There were some NIST participants, but they were a small fraction of the total.
