You may want to investigate IR from computer -> cell phone that supports IR -> regular dial up ISP -> internet and you're home if, at the time or your outage, your ISP can still take calls from the telco co and get back out to the Internet backbone. That, pure wireless and cable are all that I can think of as backup solutions. You might, however, prefer wireless to DSL is you can get it.
