Hello:

I made a recommendation that all academic law reviews put electronic copies 
of their publications and indices on-line at one of the early CALI 
conferences.  A few schools did so.  Most still have not.  Some have only 
indices but not full-text.  The Cornell Legal Information Institute has 
developed a law review publishing software system that is freely available 
to any law review.  It handles all publication, indexing, and archiving and 
it uses several of the XML formats and operations.  See,

This type of application was one of the reasons the WWW was invented.  The 
Physics community has long used an archive originally run on NeXT computers 
to disseminate new research articles.  Law schools have tended to rely upon 
their agreements with Lexis and Westlaw and have not developed the 
expertise or support staff necessary to make legal scholarship freely or 
easily available to everyone.

I have, like many other sometime law faculty members, placed my own 
articles online on my websites.  I am currently working on an index to 
freely available online legal scholarship.
