What about Wilbur? http://wilbur.redtree.com

I use it to index my own hard drive and my networked drive. It's the only
way I can find things!!

I think he's wrong about Acrobat Search. It's free, fast, and everyone has
it. Non-techies are probably as familiar with that as with anything else.
Searching 40 files is no big deal. Perhaps he doesn't know that the files
can be indexed so that the index is searched, not the files individually.

I did some research on this point a little while ago and concluded that
there is nothing suitable on the market right now. It used to be that
AltaVista personal, or whatever it was called, would do the trick quite
nicely.

My proposed solution would be to include evaluation versions of
dtSearch and X1, and the freeware Google Desktop, and encourage the
users to copy the files to the hard drive if either of the latter are
used, since only dtSearch can handle files on CD media. Forty files is
not all that much volume.

I would also convert the WP files to PDF in the interest of wider
access.
