You can't make that statement on behalf of other copyright holders
though.  If you accept a text that is licensed to PG under terms that
reserve printing rights to the copyright holder, this means it's no
longer true that "everything on PG can be [...] reprinted".

The only way to ensure your statement is true, is to only accept texts
into PG under terms that actually grant those rights to everyone.
