Surfacing reworked ebooks

There is no easy way to do "order by quality" since ebook quality is
highly subjective. Therefore we have to do transparency.

Lee talked about "Works" and "Expressions", and this is the obvious
solution to surfacing reworked books. Books need both a "Work" number
and an "Expression" number. Downloads need to be calculated by "Work"
rather than "Expression" as they currently are; "Expression" downloads
are just a positive feedback loop. Each download page should be for the
"Work" with a list of "Expressions" to choose from. Each "Expression" on
the download page needs a short description, defaulting to something
like "Derived from unknown edition(s)"; reworks can have something more
appealing, e.g. a new Pride and Prejudice might have something like
"Derived from the R. W. Chapman 1923 edition. This is the standard
academic edition." with a suitable citation and a link to the scan images
if available.
