steps #1 and #3 are unnecessary.

people would just have to click an error to report it.

don't talk silly.   this isn't rocket science.   or brain surgery.

the only reason project gutenberg doesn't have the system
which i described extensively is because project gutenberg
did not accept my kind offer to program the tools for them.

i guess they believed these endless discussions would be
more entertaining.
