That particular etext (http://www.gutenberg.org/ebooks/11339) has
something like 300 links in its Contents.  

Which ones work the way you say they work?  (You don't need to list them
all--just give 3-4 examples so I know what to look for.)

Have you checked that the links work properly in the HTML version at
http://www.gutenberg.org/files/11339/11339-h/11339-h.htm?
