I have written some books using Booki:

This is a Wiki that makes books.  You write the chapters like a Wiki,
except that chapters are organized like a table of contents rather than
just linking to each other any which way.  When the book is ready to
publish you can generate a website, an EPUB, and a PDF suitable to submit
to Lulu or Create Space (or put on archive.org).

It isn't as fancy as what they seem to be proposing but it gets the job
done.

One thing you can do here is import badly formatted and proofed EPUBs from
archive.org and fix them up.
