If the design and use of html margins were correct in this text, then the
endnotes could be moved out of the text by doing a float.  But with the
current use of margins in this text, sometimes the floats "work," sometimes
they don't.

But the same suggested "solution" - fix the margin design, which, while
commonly used, doesn't "work", and then float the offending line numbers
right.
