I will jump in.

Personally, 13 Meg is in this day and not at all that much.
with a 2 Mbit (roughly what you get with 3G) connection that
would take about 1 min to download!

Now, lets go into resolution. An image that is 8 to 10 MB in size gives
you Photo-Quality that can be blown up to a Poster with decent quality
and practically no pixelation!

Furthermore, jpeg is pretty much the standard on the web. With little
compression one can reduce these files down to 500MB to 100MB.
(Just check your digital cameras). With higher compression rates
you can get those files down to 100MB to 40MB and still have a "fairly"
decent display on the readers.

Optimally, one would use two different images with different resolutions.
One can avoid this and use just one images at a higher resolution and
tag it smaller for display. The drawback is that some devices are poor at this and 
slow.  

For me and my advice would be for a best practice go for good quality and 
higher resolution images using good compression. The other route to go is
create two versions. This way for those that truly want quality can have it.
Yes, there is a price to pay. Larger files/books. Yet, it is well worth the wait
for the download. I personally, have a few books that are larger than 500MB!
Lots of color pictures. Well, worth the wait in download. 

There is another route to take, but for archival or "far" future, not very practical, there is the
practice of being able to link to higher quality images on the web!!
Draw back you need a online connection and a device that supports it.

I would say ebooks with color images can and should be large.

JIM: If the prints are that spectacular the a 200MB sized ebook would be 
         the best practice and NOT 13MB!!

I am sure most of you have nice color spread printed books on your shelves, no??
How much did you pay for them compared to your other paper backs? Was
it not worth it?

Quality and enjoyment comes at a price. With ebooks that is file size and download
time !!
