"Converting" the submission using extra materials that you have on your hard
drive at home but which are not part of the submission is not what I mean by
converting it.

You can't take just the submission with low resolution, do something to it, and
end up with a version with high resolution.  Converting to low resolution is
a lossy process.  You can't convert it back--that's what lossy means.
