I *suspect* that the thought by the commenter was that the 
"legislation by Congress" reference was picked up from the 
Daylight Savings issue, which *was* implemented during WWII. 
However, that doesn't make any sense either, because it was 
automatically repealed at the end of the war. Daylight Saving 
time didn't start to become part of permanent U.S. law until the 
1960's. It was also implemented by law duing WWI, but repealed, 
and only became fully standardized in U.S. law in the 1970's.

The history of timekeeping is almost as fraught with gory 
details, politics, misunderstandings, and inconsistencies as the 
history of copyright and publishing. It even has its own 
technological revolutions that threaten the existing social 
order. But that would be a discussion for some other list.
