Strangely enough, most of the midlist authors I know sell novels on
proposal. Now granted, this is an "on spec" sort of thing where they
sell the proposal and the editor says "go ahead" but then still has
the right to refuse to publish the book whereupon the author is
contractually bound to come up with another novel proposal and write
another novel (they can sell the first, refused book to another
publisher).
Once you sell your first novel, it is pretty much a LOT easier to sell
the others without actually writing each one first.
