Which Word Count?

There's a publishers estimate based on page count of 250 words per page.
This takes into account formatting and typography. Would apply to PDFs
because they are usually a paged format.

There's the number of characters divided by 6 estimate.

There's actual word count which can be done by a word processor.

The values can be wildly different for the same document. Different
audiences may want different ways of counting just because it's a
"standard". A paper publisher would tend to use the page estimate even
though they can count them exactly.

I suppose you could average them.

I agree the reader need to be vigilant about length.  Especially as 
length terms like 'novel' are used, um, differently.

One thing to try is using a distributor like fictionwise which gives 
word length.
