Several years ago Fictionwise started LIBwise. Publishers have to sign a
separate contract to participate. Specially formatted ebooks are made
available that expire after a check-out period. http://www.libwise.com/

There are other Library ebook providers as well. Check with your local
library. They may have ebooks to check out.

All of the legitimate providers use some method to expire the ebook. The
library pays a fee based on how many 'copies' it can lend. If just one
copy then nobody else can check it out until the end of the checkout
period. It is just as legal as print library checkput.
