Many libraries, public and college/university, will provide "nonresident" cards for a small fee. For example, my county library and my university both charge about $40-50 for a year of borrower privileges. You might check libraries that are near to you and see if you can obtain one of these cards. I know free is better, but $50 for unlimited books is pretty good, too. :) You would need to check that the cards come with the services you want. My county library will not provide its free delivery service to anyone who lives out of the area--but as far as I know, you can access netlibrary from anywhere as long as you have a valid library card. My university library will not provide off-campus access to specialized online databases (i.e. not our own holdings, but databases such as Lexis Nexis) to the "neighbor" cardholders. You can come to the library to access the databases but you can't login from elsewhere. The restriction is due to the fees charged by the database companies--fees go up when potential user counts do, so the univ must promise to restrict access to the on-campus folks, current students, etc. in order to be able to afford the services. Even current students who are taking a semester off (as during summer semester) are blocked from off-campus database access until they start paying tuition again. We have Netlibrary here, too, but I don't know whether you need a current library card, a "friend of library" card, or no library card to use it. Couldn't hurt to check out a few univ libraries online and see what you can get into.
