As an ebook author I don't agree that fees are soem natural part of the
ebook format. I don't pay my publisher, they pay me. And I never look
at percentage of cover alone, always multiplied by their typical sales
volumes.
If you pay a fee is suggests either the publsiher hasn;t the money to
cover their own costs, or they don't think the book will make them
enough money to justify the investment.
At that point I would go with a transperant self-publishing service
provider and realise that the risk and costs fall on me. With ebook
and print books alike self-publishing and being published are different
models. As it happens the RWA only respects and includes on of the
two, their choice.

I broadly agree with what you write here. Except that even by putting your work on a digital file to present to the publisher you are doing half the typesetting, in effect making a payment to the publisher! You might argue that there is no other way to present a file in today's world.
But the point is that in traditional publishing ALL typesetting would be part of the publisher's costs. Boundaries have changed and definitions need to do so as well.
