OpenOffice has a PDF creator built-in, although it doesn't have any 
security (unless they've changed that fairly recently.)  I'm rather fond 
of PDFCreator (Open Source) at http://www.pdfforge.org/, as it has the 
security stuff available, and (for POD purposes) you can embed the fonts 
you're wanting to use in the actual PDF.  When you're done WYSIWYG 
(what-you-see-is-what-you-get) editing, you simply send it to the PDF 
printer, which then makes the PDF.  (This is a simplified description of 
what can be a complicated procedure, but you get the idea.)
