Er...    Ahem.   Not that I want to spoil the party...

But 'market driven' does not mean 'meet meet every want'. 
Unless the books are already on digital file there is 
considerable work involved in this.   While you or I might 
pretend that we could do it ourselves for little money cost, a 
publisher has to cost every effort made over it, and contribute 
to overheads and profits with every activity undertaken.

To make the decision to publish one or more of these quite a few 
other things need to be in place as well.   The chief of these is 
whether the publisher still has the licence under copyright to 
publish the work.   As you know, copyright is a whole mess of 
things [;-)] and you won't want me to dwell further on it.

What might work well is for someone who is seeking availability 
to find out the copyright position and then contact the last 
previous publisher, the copyright owner or his/her heirs and to 
go from their with a contract to republish in ebook.   The 
experience will both give full understanding of the need to 
charge a decent price for an ebook, and why many niche and genre 
books that could find a market again languish in never, never 
land.
