I am perfectly okay to pay an author the amount of hours he spent
writing his book. Just like a teacher is paid the amount of hours 
he
will teach.

That means how much for JK Rowling?

That means how much for you?

But the, the books would have to become public domain.

Why in hell would authors get paid after they obtained the fair 
amount
of money they deserve for the number of hours they worked?

Ah yes, Jean-Baptiste.   '...the number of hours they worked...'

And, pray, how would you define those exactly?   You mean the 
time spent hitting the keys?   Perhaps you would be kind enough 
to pay for coffee breaks and lunches too.

And, just maybe, you would allow a little fact gathering or story 
development in with that.    Oh, and a little bit of thinking and 
preparation time.

How about some very serious research and...   Well you get that 
part now I am sure.

And then, how do you measure this?   Can you trust the writer to 
estimate their own costs, like all our legislators seem to to do? 
Or maybe you'd prefer to set up a commission to study the 
problem.

And who gets included as a writer?   When do you pay them?   Do 
you have rankings?   Hmmm.   I rather fancy Sergeant-Writer first 
Class Harris, Sir!

Oh, yes, I nearly forgot.   Who exactly is going to be the big 
sugar daddy who pays all the writers 'for the hours they worked'?
