It depends.

I offer tools for publishers, rather than ebooks, but they're  
downloadable files, and priced at not much more than a book, so it  
may be applicable.

I offer a full, no-matter-what refund. I've given out exactly one in  
4 years (the purchaser couldn't open the file for some unknown  
reason). I'm pretty sure, though, that I've gotten plenty of sales  
because of the reassurance, and because it is in keeping with the  
image (straight dealing, stand behind the product, etc) that I wish  
to project.

My customers purchase either by invoice or by credit card, and they  
get a refund in the same way in which they pay.

I don't worry about international or fraudulent card scamsters,  
because each transaction is so small. (And because I don't get  
requests for refunds . . .)

In general, my advice to clients is that they should consider their  
books' audience and the terms upon which they will be used to  
purchasing similar books or products that meet similar needs  
(information, entertainment, whatever).
