Looking for software to create ebook

Greetings,

My literary product is non-fiction and geared toward a
specialized-interest reader/researcher.  So far it comprises some 600
pages with over a thousand end notes.  It is unique in that the format
is totally documented by end notes.  The notes will be color-indexed:

Black for general material

Green for primary source material

Brown for secondary source material

Red for a specific topic

Imagine the cost in producing a paper book with the different colors! 
My guess is this and much more is possible with ebooks.

After spending time examining various POD sites, I've decided to
consider the ebook format.  Since I'm totally new to ebooks, I
checked out some ebook programs.  Only one responded to my questions--
ebookstarter.com.  Is anyone familiar with this software?  The
advertisement states that  it helps create, publish and market ones
ebook.  There are so many different advertisers of such software that it
becomes bewildering as to which one to try.  Any suggestions would be
most appreciative.
