You can definitely use the PDF format to preserve formatting, including
color. That is one of the key advantages of PDF (and one of the key
disadvantages when it comes to trying to view PDF files on small-screen
reading devices). The reason I'd suggested HTML was that it automatically
wraps to fit various screen sizes.

I would be very surprised if ePub didn't support color text--again, though,
you'd want to consider what reading device your project would be read on.
From your description, it sounds like a computer rather than a hand-held
device. If so, PDF might work fine for you.

I would think just about any version of Acrobat (not the viewer) would work
for you. There are also a number of free or low-cost Adobe competitors out
there. Also, Open Office allows export to PDF. File sizes tend to bloat
with Open Office, in my experience.
