And at this point you are probably thinking 'why not do 
both'. I don't know about other programs, but PagePlus 
(Serif) saves as both pdf and for the web.

In other words if you can put your pages together you can 
fairly easily produce them as either or both. No doubt other 
programs offer similar options.

If you must choose one you must think of the audience you 
want. Pdf remains the most used form, but if you are more 
likely to capture smaller screen users HTML could be better, 
or even a range of forms dedicated to various readers.
