I wrote THE book about Google Analytics and I do have recognized
expertise in this particular area, so while I understand that you
don't have the expertise to comment, my confidence is not misplaced.
If you don't know about web analytics, you really ought to... I'll
dispense with the obligatory plug for my book, there's a new edition
out in October or so.

You're not talking about the same kind of information I am. I am
referring to the distribution information, "who and where the paper is
read."

We're not talking about the same kind of tracking. You're talking
about tracking as DRM. I'm talking about tracking as counting readers.

Countries change their laws all the time and sometimes they come back
into agreement with international "standards" and sometimes the
standards change. But I don't know of too many countries who rely
solely on international standards when deciding what laws to make and
which to change. The US can certainly make laws for servers and
surfers residing in the US.
