Adobe's "Adept" encryption doesn't require a password, because it
locks the PDF to only be opened by registered machines (up to six of
them, including portable devices). However, that form of DRM has been
cracked. (It's also very expensive, and not suitable for individuals
who don't produce lots of ebooks professionally.)

There are encryption methods that require web access, but I believe
all of those take passwords--they lock the PDF to a particular
account, and only the person on that account can open it, and only
when they're online and the servers are active. When the servers go
down or the company folds, the buyer loses access to their ebooks.

I don't think there are any forms of PDF encryption that haven't been
cracked. All the encrypted forms contain limitations on usage that
people try to get around for honest reasons (like, they want to read
the content on their cellphone, and there's no way to transfer the PDF
to it).

Almost all forms of DRM have been cracked. The only two ebook formats
that haven't are Amazon's Topaz, which people dislike because it makes
large files and is troublesome to work with, and Sony's LRX, which
they're going to abandon in a few months when they switch to ePub.
