Any pdf can be an ebook. Traditionally, 50 pages is considered a "book" but you can sell whatever you like.

On your website, you would create a link out of the title. Most website software can do this easily.

Most word processing programs create .pdfs easily. Word will do it. If you use a Mac, Pages will do it, too.

I recommend keeping the page numbers. When folks are trying to find specific information in your book, they will need it.

Theoretically, yes. If your price point is high enough, it tends to discourage piracy. However, thieves abound, and it is a constant fight to thwart them.
