You can go to this site: and download either a free "Special Edition" of Serif's Page Plus publishing software - not recommended, it won't handle the PDF formatting that you're interested in - or version 9 of Page Plus for only $9.99: http://www.freeserifsoftware.com/software/PagePlus/default.asp 
Follow the links on the page to read up on version 9 so you know if that one will suit you.
The latest version of Page Plus, X4, can be bought here for $59.99, on sale for Christmas: https://www.serif.com/christmas/upgrade/?mc=XMSE140 
Which is quite a bargain, but only if you're sure you really will use it.
