EPub is compressed HTML, with some metadata that tells an ePub reader how to
read it. If you take a (non-DRM'd) ePub file, rename the extension to .zip,
you can unzip it and see how it's put together. EPub as a standard allows a
lot of options--but some ePub readers can't deal with all of them. Good ePub
files require good CSS skills.

Sigil is one ePub editing program that's actively being worked on; it's
available at http://code.google.com/p/sigil/

TIA for any enlightenment you can provide.
