Oh, that would work fine, if the world worked the way you seem to think it does. The majority of sites where you can download illegal content are not hosted in the US or any other country with a strong legal system, but rather, these days, in eastern Europe. So good luck getting the "government" to do anything about it.

The problem is that there are no borders, and no such solution works.

On the other hand, here in France where I live, they've just started a system where you'll lose your Internet connection after three detected illegal downloads. But those "detections" are spotted by companies funded by the recording and movie industries, and will target nothing more than the latest movies and top-selling albums. And the European Commission has ruled that one cannot lose one's Internet connection for any reason. The enforcement of this law has just begun, so no one has been disconnected yet, but I have a strong feeling that it will fail the first time it is challenged in court.
