It is up to the authors and publishers and other rights owners to
populate it. If you want to protect your work, this would be a free
way that would take only minutes of your time to do it. If you don't
really care, don't take part. I'm NOT saying not being listed would
mean your work could be shared, but I AM saying that being listed
would mean anyone that saw it being infringed on and knew you didn't
approve could immediately start the process for you. I have readers
write me every week or two to point out pirates. What if I gave them a
way to report it directly? It would save all of us time and get the
infringing entries down faster.

On that basis, yes. though with estimates of tens of millions of books under copyright, as well as the mass of other material, both published and unpublished, I still can't see the organisational way. 

The point of a place to direct reports is certainly appealing, and worth consideration. The Google idea is not that, or anything like it of course, though the impression was given that it is supposed to be. ideally such a thing could be a WIPO project, since the international nature  would need co-ordination.
