That is an important point Jon. But bear in mind that the reaction to force observance may well be very strong. The risk, and I have mentioned it before, is that the civil nature of infringement can easily be turned to a criminal offence. I believe thre is serious consideration being given to it in a number of countries, including here in the UK.

The other question is how many are actually disobeying the law? That's moot.
