UK Kindle publishers - question

There is a  UK kindle store.
Theoretically that means UK publishers and self-publishing authors can sell via kindle direct without tax complications.
The only tax information on dtp.amazon appears to relate to uploading direct to the US kindle store.
Have any UK sellers been able to establish a kindle sellers account without either having tax withheld, or supplying the appropriate tax papers?
