The vast majority of publishers are at the forefront of change and innovation. If you mean the corporate conglomerates and the very big publishers then, while I don't think your blunt statement is quite true, I would certainly accept they would like to control publishing; as would Google, Amazon and Apple.

Small publishers grow because they embrace change, and a very large number of the big names, and those that have been swallowed up, began in the 1950s as booksellers/publishers. Their problem as they grow is the distance between decision making and the real business. This reflects in the slowness of the process, somewhat similar to the difference in manoeuverability between the small sailing yacht, and the modern oil tanker.
