Like most of anti-piracy legislation, this bill provides extra-legal means of retaliation for piracy, and it assumes that pirates are helpless.  This kind of "thinking" is typical of the cyber-illiterates in Washington.

A few years ago, Senator Orrin Hatch introduced a "hack-the-pirates" bill which thankfully died a timely death before reaching the floor of the Senate.

As I explained to the Senator at the time, hackers have the potential of doing great harm, lacking only motivation.  There may be any number of 13-year-olds who could, if motivated, shut down web sites critical to business operations, possibly undetected.  Certainly, government-sanctioned retaliation could make someone angry enough to take drastic action.

The RIAA chose not to risk that just for the satisfaction of retaliating against an individual pirate.

Back to the drawing board.  The business model must change.
