I have to say the best prepared free PD ebooks are those from 
Gutenberg.  All too many of the paid for ones seem not well done either. 
But those that offer some added value seem most likely to be cleaned and 
checked.

If you remember, a year or two back Kindle rejected straight PD files. 
It is disappointing to find  the weaknesses in Open Library and Google 
attempts to bring PD to wide availability. Unfortunately OCR needs a lot 
of checking, and the optimism of mass processing with Google and one or 
two others has proved disappointing.

What can you do? Look for the publishers that take some trouble with 
added value, and hope Gutenberg has what you want!
