When you're talking about ePub and PDF you're talking apples and ... well ...
pictures of apples. Trying to create an ePub from PDF is like taking an album
of photos of apples and trying to make an apply pie from it.
When I first started programming (1969) our Input/Output device was a
teletype, and we stored our programs on paper tape. If I wanted a printout I
just put the paper tape into the reader and turned the teletype on. If I had a
printout, and needed a paper tape, I had to laboriously retype the entire
printout at the keyboard.
ePub is the paper tape, and PDF is the printout. It's easy to go one way, but
not the other. It has frequently been said that PDF is the roach motel of file
formats, because text checks in, but it does not check out.
If the PDF file is one you have created, the answer is to start with a format
other than PDF. If the file is one you have acquired from somewhere else, and
you don't have a PDF editing program, like Acrobat, your best (and perhaps
only) option is to use a high-quality OCR program, like ABBYY FineReader and
start from scratch.
