Knowledge of books had nothing to do with the decision to offer those pirated titles.
Follow the money, as always.
A non-US electronics vendor saw a chance to toss 4000 free bits of bait from a Chinese website into his ereader offer.
Deniability was questionable, but he probably didn't even realize that until the complaints started.

MS probably had no knowledge of the extra inclusion until they started catching flak from it.
I'm kind of laughing about that.
I have a copy of WinXP Pro I bought at Walmart years ago. Still have receipt tucked inside the box's plastic wrap.
Every time the MS website sees my XP, I'm advised it's an illegal copy. I long ago faxed a copy of the receipt and code and got a 'Yup, it's good' reply, but the website keeps refusing it. No plausible explanation offered. No fix offered, either, though a paltry discount toward Win7 was offered. Of course.

I have doubts MS knows or cares what's legal if it isn't making a buck from it.
